東南網(wǎng)1月2日廈門訊（本網(wǎng)記者 盧超穎）“我是過境旅客，打算轉(zhuǎn)機(jī)去馬尼拉，知道廈門推出144小時(shí)過境免簽政策，我是第一次來到廈門。這真是太棒了。”美籍旅客BEME STEFAN興奮地說，他通過網(wǎng)絡(luò)了解到廈門空港口岸2019年1月1日起將實(shí)行144小時(shí)過境免簽政策，就計(jì)劃利用免簽時(shí)間游覽廈門，暢游鼓浪嶼、環(huán)島路、惠和石文化園等獨(dú)具廈門風(fēng)情的旅游景點(diǎn)。

據(jù)了解，元旦當(dāng)天有來自美國、韓國等國家的旅客享受144小時(shí)過境免簽政策。同樣當(dāng)天抵達(dá)廈門，享受144小時(shí)過境免簽政策的還有來自韓國的KANG MINSU。她在韓國從事旅行社工作，知道廈門實(shí)施144小時(shí)過境免簽政策的信息后，就和來自新加坡和韓國籍的好友約定來廈門踩線，并將從廈門五通口岸前往金門游覽。

廈門市旅發(fā)委副主任陳桂林接受記者采訪時(shí)表示，在實(shí)施144小時(shí)過境免簽政策的城市中，廈門具有獨(dú)一無二的優(yōu)勢(shì)，就是符合條件的外國游客可以“空港、海港聯(lián)動(dòng)”。外國游客可以從廈門空港入境享受144小時(shí)過境免簽政策，在廈門游覽后，從廈門出境往金門旅游。

據(jù)悉，經(jīng)國務(wù)院批準(zhǔn)，自2019年1月1日起，外國人過境廈門(廈門高崎國際機(jī)場(chǎng)、廈門五通客運(yùn)碼頭、廈門國際郵輪中心口岸)可享受144小時(shí)過境免簽政策，也就是說53個(gè)國家的外國人持有第三國（地區(qū)）簽證和機(jī)票（船票）途經(jīng)廈門時(shí)，可免簽在廈停留144小時(shí)。這是公安部支持廈門落實(shí)習(xí)近平總書記提出的繼續(xù)深化改革、擴(kuò)大開放的具體體現(xiàn)，也是支持廈門自貿(mào)片區(qū)改革創(chuàng)新、實(shí)施更加便利人員出入境政策的具體體現(xiàn)。該政策最大的特點(diǎn)是過境簽時(shí)間長(zhǎng)，海港空港聯(lián)動(dòng)。

Citizens from certain countries holding valid international travel documents and valid passenger tickets for connecting travel (airplane or ship ticket) to a third country/region with confirmed seat and that the departure time is within 144 hours after arriving in Xiamen are eligible to apply for 144-hour visa-free transit at the port of entry in Xiamen.

需要具備三個(gè)條件：

Applicants should meet the following three requirements:

1.屬于144小時(shí)過境免簽范圍的53個(gè)國家公民；

2.持有本人有效國際旅行證件和144小時(shí)內(nèi)已確定日期及座位的前往第三國（地區(qū)）聯(lián)程機(jī)票、船票；

3.自廈門高崎國際機(jī)場(chǎng)口岸、五通客運(yùn)碼頭、廈門國際郵輪中心口岸過境前往第三國（地 區(qū)）。

Foreigners who enter Xiamen via 144-hour visa-free transit are only allowed to stay in the administrative area of Xiamen Municipality.

五、144小時(shí)過境免簽外國人停留時(shí)間怎么計(jì)算？

5. How to calculate the duration of the 144-hour visa-free transit?

廈門空海港口岸144小時(shí)過境免簽外國人，自入境日的次日零時(shí)起，可在廈門市停留不超過144小時(shí)。比如144小時(shí)過境免簽旅客今天從高崎國際機(jī)場(chǎng)入境，其停留時(shí)間起算是從今天晚上24時(shí)之后即次日零時(shí)開始，以后的144小時(shí)內(nèi)可以在廈門市活動(dòng)，入境當(dāng)天的時(shí)間不計(jì)算在內(nèi)。具體停留日期以邊檢機(jī)關(guān)在其護(hù)照簽證頁上簽發(fā)的臨時(shí)入境許可中標(biāo)明的停留期限為準(zhǔn)。

The duration of stay as referred to in the 144-hour visa-free transit policy will begin from 00:00 o'clock the following day after entry into Xiamen. For example, a 144-hour transit visa-free passenger enters at Xiamen Gaoqi International Airport today. Starting from 00:00AM tomorrow, he/she is allowed to stay in Xiamen for 144 hours. The duration of stay will be specified on the temporary entry permit issued by the Chinese immigration inspection authority on his/her passport.

六、入境出境口岸范圍

“144小時(shí)過境免簽”外國人由廈門高崎國際機(jī)場(chǎng)口岸、五通客運(yùn)碼頭、廈門國際郵輪中心口岸入境和出境。

Citizens of the 53 eligible countries can only apply for the 144-hour visa-free transit when entering and exiting via Xiamen Gaoqi International Airport, Wutong Wharf and Xiamen International Cruise Center.

七、如果入境時(shí)沒有買好出境的機(jī)（船）票，計(jì)劃先入境后再買144小時(shí)內(nèi)離境前往第三國（地區(qū)）的機(jī)（船）票，是否可申請(qǐng)144小時(shí)過境免簽？

7. If the applicant does not hold a connecting flight/ship ticket to a third country/region at the time of entry, but plans to purchase ticket within 144 hours after entering Xiamen, can he/she apply for the 144-hour visa-free transit?

According to the regulations, any applicant eligible for 144-hour visa-free transit must hold a connecting travel ticket with confirmed date and seat for application, before his/her entry into Xiamen. Therefore, this policy is not applicable to those who do not hold a 144-hour connecting travel ticket before entry.

八、外國人在廈門空海港口岸辦理144小時(shí)過境免簽手續(xù)入境后，可否申請(qǐng)從其它空港口岸出境？

8. Can foreigner passengers enter Xiamen via the 144-hour visa-free transit while leave China via another city?

廈門空海港口岸144小時(shí)過境免簽是指53國的外國旅客從一個(gè)國家（地區(qū)）經(jīng)廈門空海港口岸去另外一個(gè)國家（地區(qū)）。過境免簽政策的條件就是從廈門空海港口岸辦理入境手續(xù)入境，144小時(shí)之內(nèi)還必須從廈門空海港港辦理出境手續(xù)出境。從其它城市的空海港口岸出境，目前來說是不可以的。

Foreign passengers eligible for the 144-hour visa-free transit via Xiamen must enter Xiamen from one country/region and proceed to a third country/region via Xiamen port of entry and exit, namely Xiamen Gaoqi International Airport, Wutong Wharf, and Xiamen International Cruise Center, within 144 hours. They are not allowed to leave China from airport or seaport in other cities.

按照《中華人民共和國出境入境管理法》的規(guī)定，在旅館住宿的,應(yīng)在旅館前臺(tái)辦理住宿登記;在旅館以外住宿的,本人或留宿人須于抵達(dá)住宿地24小時(shí)內(nèi)向住宿地公安派出所辦理住宿登記。未按規(guī)定辦理住宿登記的，公安機(jī)關(guān)將依照相關(guān)法律規(guī)定予以處罰。

In accordance with the provisions of the Law of the People's Republic of China on Exit and Entry Administration, foreigners who stay in a hotel should register at the hotel reception. 十一、外國人辦理144小時(shí)過境免簽手續(xù)入境后因不可抗力或者其它特殊原因需超時(shí)、超過限定區(qū)域停留的，該怎么辦？

11. What should 144-hour visa-free transit passengers do if they have to extend their stay or travel beyond Xiamen due to force majeure or other reasons?

144小時(shí)過境免簽入境的外國人如遇突發(fā)疾病、災(zāi)害事故等不可抗力或者其它特殊原因，需在廈門市停留時(shí)間超過144小時(shí)，或需前往廈門市行政區(qū)劃以外地區(qū)活動(dòng)的，應(yīng)依法向廈門市公安局出入境管理局申請(qǐng)辦理相應(yīng)的停留證件。

144小時(shí)過境免簽入境外國人所持護(hù)照或其他出入境證件在廈期間遺失或被盜的，應(yīng)到案發(fā)地公安派出所報(bào)案，廈門市公安局出入境管理局憑派出所出具的《報(bào)警回執(zhí)》、入境記錄、住宿登記證明等材料辦理護(hù)照?qǐng)?bào)失證明或相關(guān)出境證件。外國人憑護(hù)照?qǐng)?bào)失證明到其使領(lǐng)館辦理新護(hù)照，最后到廈門出入境管理局辦理停留證件出境，或憑出入境簽發(fā)的外國人出入境證出境。

144-hour visa-free transit passengers should immediately report lost/stolen passport to the local police station at the area where the loss or theft occurs. The Exit and Entry Administration Bureau of Xiamen PSB will issue a police report of lost/stolen passport or exit documents based on his/her accommodation registration record, receipt of case report by the police station and entry record. They could then apply for a new passport at the embassy or consulates of their home countries in China with the police report of lost/stolen passport. After that, they need to come back to the Exit and Entry Administration Bureau of Xiamen PSB to apply for a stay permit or a Foreigner’s Entry and Exit Pass with the new passport before they exit China.
